I rented a 50s costume for Halloween. It really only came with the shoes and skirt. I'm pretty sure the skirt was made out of felt. As for the shirt, I wore a fitted button down white shirt and rolled the sleeves up a tad, and wore a fitted jean jacket. For shoes, if you can't find oxfords, due to them being hard to find especially on a budget, wear white Keds.

I *love* this idea. You want to be sure the costumes let you move freely and aren't too hot. Skirts are excellent for this, since runners can wear shorts underneath.
IMO, the more silly and/or outlandish, the better. Why not have everybody dress as little girls? Lots of ways to do that, spending a little. Or everybody dress as a character from The Nightmare Before Christmas, or Harry Potter, or anything else with a variety of looks? Or all of you dressed as Superman--red and blue running clothes, red knee socks (in lieu of boots) and a cape, plus the big S.
Being able to dress as a recognizable group but not being identical within the group is the way to go.
